BOARD OF SELECTMEN

Town Office Building- Lower Level Conference Room                               6:30 P.M.

First Selectman Mailhos called the meeting to order at 6:30 P.M. with the following in attendance:  Selectmen Millix, Lynn Nicholls and residents. Selectman Blessington was absent.  First Selectman Mailhos led the Pledge of Allegiance.

Approval of Minutes:

Robin Campbell read an edit from Selectman Blessington to the minutes of the June 21 meeting.  Under Public Works:  should read:  “today she met with DOT to request help with the embankment on Polster Road where the ledge is beginning to slide down.  This is happening on State owned property”
First Selectman Mailhos moved to accept the minutes as amended.
Selectman Millix seconded the motion.

A list of correspondence was presented at the meeting from the Selectman’s office.

First Selectman Status Report

First Selectman Mailhos went over the updates:

*EECBG:  The contract has been signed and work will commence on August 1st.   

*Turnpike Road Extension: The Town Meeting will be held on Thursday night.  Lynn is working on the re-bid for the project.  

*Performance Contracting:  The RFP has been posted.   We have had a large response thus far.

Public Works:

Lynn introduced Paul Jurovaty, Operations Coordinator of the Gorman Group. Mr Jurovaty explained the chip seal process as well as other options of road coverings.  Mr. Jurovaty said chip sealing rejuvenates the roads and extends the life of the roads.   It is recommended that most roads be chip sealed every 5-7 years.  

Chip seal consists of emulsion and stone. The stone must be tested to ensure it adheres to the emulsion prior to application. If the stone does not meet the specification, it will not adhere to the emulsion, which is similar to a glue like substance.  The most common size stone is 3/8” in size.   

Mr Jurovaty also explained the damage that plowing does to the roads in the winter.   He discussed the importance of crack sealing and introduced road restoration processes of nova chip, micropaving and cold-in-place paving.  Micropaving is recommended for developments where the traffic is lighter and slower.  He invited the Selectmen to visit projects in Eastford and Waterford to see how the processes work.  He also offered to have Todd Konifka to come to Willington to appraise our road conditions.

Old Business:

  • Burma Road update
First Selectman Mailhos said the Board of Finance did not approve funding repairs to Burma Road at their last meeting; however, they want to know how much it would cost to replace the material that washed away.  She met with the homeowners last week and they have requested to have the road fixed.  We have received a letter from the Conservation Commission which also urges to have the further remediation done as soon as possible.   

First Selectman Mailhos has asked Lynn to price out the materials to repair the road.   Lynn said we will need to purchase piping in addition to material.  She plans to bid in two parts, materials only and for materials with piping.  She also reminded everyone that we will have to pay for outside equipment to put the material down.   Peter Latincsics asked for the cost to just have the road graded.  Lynn said there is nothing to grade; most of the material was washed out. Lynn said she has received a quote of $9,000 for material; however we still need to pay for a tri-axle to bring the material in and have a dozer and a roller.  Once the material is placed, we can grade it.  First Selectman Mailhos has asked Lynn to prepare a proper quote and the BOS will bring it to the Board of Finance.   

First Selectman Mailhos moved to add item B under Old Business: Fuel Policy.

  • Fuel Policy update
Updates have been made to the Fuel Policy per the discussions from the last BOS meeting.  

First Selectman Mailhos moved to accept the Town of Willington Fuel Policy which is for  unleaded gasoline purchases for select Town owned vehicles that take  unleaded gasoline and gas cans to be used by Lynn Nicholls, Public Works Director, Tyler Millix, Fire Chief, WFD#1, Tom Snyder, Fire Chief, WHFD and Dick Claus, Dog Warden.
Selectman Millix seconded the motion.
Vote:  2 Yes (Mailhos & Millix)  0 No.

New Business:

  • Tax refund
First Selectman Mailhos moved to refund a credit for a sold vehicle to Bertha Bray; 60 Old Farms Road; Willington, CT  06279 in the amount of $21.86.
Selectman Millix seconded the motion.
Vote:  2 Yes (Mailhos & Millix)  0 No.

First Selectman Mailhos moved to refund a credit for a sold vehicle to Alexander Kobulnicky, 671 W. 193rd St. Apt 1B, New York,  NY in the amount of $76.51.
Selectman Millix seconded the motion.
Vote:  2 Yes (Mailhos & Millix)  0 No.



Good  & Welfare:

First Selectman Mailhos said the Tax Collectors have reported a 99.16% collection rate from the end of the year.  It wasn’t quite as high as last year, but they were happy with that.  She thanked the taxpayers in Town and our Tax collectors as well.

First Selectman Mailhos said the Energy Advisory Committee has two open spots.  If anyone is interested in joining that committee, please contact our office.

Lastly she reminded everyone the Town Meeting will be on Thursday evening.

Peter Latincsics addressed the State budget issue.  He feels that it is not resolved, and anything can change to the State aid.  We will not know until the unions act.  He requested to suspend any discretionary spending until we know what is going to happen.  

Lynn thanked the people who are mowing into the cul de sacs around Town.  This is a huge help to the Public Works crew and it looks very nice.

First Selectman Mailhos moved to go into executive session at 7:23 P.M.

First Selectman Mailhos moved to come out of executive session at 7:40.  
Selectman Millix seconded the motion.

First Selectman Mailhos made a motion to create a non-union, Department Head position titled "Parks & Recreation Director" and to accept the corresponding job description.
Selectman Millix seconded the motion.
Vote:  2 Yes (Mailhos & Millix) 0 No.

First Selectman Mailhos made a motion to authorize the First Selectman to offer the position of Parks & Recreation Director to the current Assistant Recreation Director at a salary not to exceed the 2011-2012 budgeted amount for the Parks & Recreation Department compensation line item.
Selectman Millix seconded the motion.
Vote:  2 Yes (Mailhos & Millix) 0 No.

First Selectman Mailhos made a motion to leave the Assistant Recreation Director position vacant.
Selectman Millix seconded the motion.
Vote:  2 Yes (Mailhos & Millix) 0 No.

First Selectman Mailhos made a motion to adjourn at 7:45.
